While discussing what to do with the Samus suit, a large robot lands on the roof of M7 Tower. It identifies itself as Enforcer Unit 7, and orders Repair Unit 4 (Artificer) come along with it to the creator’s ship. All robots are being evacuated from the planet. The creator’s have had a ship near Earth for 16 years, and a decision has finally been rendered as to what to be done with the humans.
The decision is one of these four, but Enforcer-7 does not have data on which was the final:
1. Destroy all life on Earth.
2. Allow super-powered humans to live on earth in camps (policed by normal humans).
3. Move super-powered humans to another planet (policed by the creators).
4. Modify human DNA.
The creators and other robots have not contacted Art via data communication, as they fear he has a virus or some other programming malfunction.
While this is being discussed, the remainder of the Rough Riders appear on hover bikes. The fast-thinking Apollo places a wall made of light, causing two of them to crash. M7 is able to easily dispatch them.
Art agrees to leave with the enforcer, but Viera transforms into her shadow form and starts attacking the enforcer. She states that she cannot allow Art to leave. Art and the rest of the team side join in attacking the enforcer. They are able to damage the enforcer enough to temporarily shut it down. Art creates a data link and retrieves several pieces of information. He then reprograms the enforcer to accept commands from him.
Viera reveals her codename, Umbra, and that she was sent to M7 to monitor the Artificer and make sure he was not going to side with the creators. She leaves via a aircraft hidden near the tower.
M7 gets a call from the police that there’s been a strange incident in the IHOP headquarters in Kansas City. They go to the boardroom, where four board members have disappeared. Instead, they find a baby. They also find two computers (a Mac and a PC) as well as a printer that are inhabited by the minds of the other board members.
Helda searches the room and discovers that there are no fish in the aquarium. This makes her very curious. By communicating to the devices, they discover a man fired a ray upon them and revered time on their bodies. M7 contacts a former member, Hemp Man, and asks him to take them back in time to when the incident happened, an hour before.
Hemp Man takes Helda back in time, a process which liberates the entire contents of Helda’s stomach. They witness a man, with a ray gun, and a woman, whose body is composed of shadowy bats, attack the board members. Their plan is to cause IHOP’s stock price to drop, and presumably short sell the stock. Helda also sees the fish hit by the path of the ray, and their age reversal makes them disappear.
Hemp Man and Helda return to the present. Art surmises the woman calling herself “The Swarm” is probably “Der Schwarm”, a super on the side of Germany in World War II.
